Adapting to climate change and building climate resilience in Europe have become crucial in the current context of global warming. The EU-funded P2R project will empower more than 100 regions and communities across Europe to co-design visions for a climate-resilient future. Through a systemic and capabilities-based innovation approach, regions and communities will map out transformative climate resilience pathways and innovation agendas to increase their climate resilience.
The implementation and testing of transformative adaptation solutions will be supported by €21 million in cascading funding, allocated through two public calls. Locally led innovation practice groups, involving regions and various stakeholders, and a climate finance lab will contribute to expanding knowledge of existing innovative adaptation solutions and promote access to adaptation finance.
A radical step forward is needed in the way we address current and future climate impacts and associated efforts. Despite inspiring examples of adaptation solutions, standalone risk reduction projects that address problems through direct or existing policy levers are common practice. The Adaptation Mission and the European Green Deal advocate for a systemic and transformative approach. P2R takes an innovative systemic approach to regional climate resilience—one indivisible from Europe's future economic and social development—that intersects with net-zero commitments and demands a markedly different approach from that adopted so far. P2R will empower at least 100 regions and communities to co-design visions of a climate-resilient future and corresponding transformative pathways and locally led innovation agendas that ensure long-term impact through political commitment.
We achieved this:
- Mobilizing regional interest and progressively raising the ambition and capacity of the regions.
- Develop a regional resilience journey framework (and supporting services) to equip regions and communities to develop climate resilience pathways and connected innovation agendas.
- Allocate €21 million to 100 regions and communities through two open call cycles to support their trips.
- To trigger broad participation of citizens and diverse stakeholders in the co-creation of paths.
- Increase knowledge of adaptation innovations across all key community systems (KCS) and enabling conditions.
- Promote literacy and access to (innovative) adaptation financing.
- Develop a resilience maturity curve to establish a baseline and monitor regional resilience capacities. Led by Climate KIC, the P2R consortium brings together the combined strength of regional network organizations, technical designers and innovators of transformative adaptation, adaptation finance experts, learning and capacity development specialists, and innovation monitoring and impact partners.
