Description

In the 2000-2006 Community Support Framework and the 2007-2013 Financial Framework, 39% of projects had implications for rural development. These figures should be added to the specific Community LEADER+ initiative for rural development. In the Member States, there is no transversal professional qualification or competence in Community rural development within the vocational families of the EQF (European Qualifications Framework), nor is there specific training to prepare versatile professionals adapted to these specific needs.

Description of activities
  • 1. Each partner will hold six local information seminars in the first six months, explaining the RURALITY project to obtain 25 signatures from stakeholders (a total of 175 indirect beneficiaries).

  • 2. To select the 20 students for the structured pilot training course, each of the 7 partners contacted more than 450 potential beneficiaries:

a) agricultural centers, formal or informal training, that work in vocational training.

b) Local Action Groups (LEADER projects) working in the area of rural development and helping startups.

c) Family businesses and small companies where the Agent is a tool to facilitate communication with job seekers, improving the demand-employment relationship and requires real labor.

d) Unemployed people receive support from the Development Agent to leave their unemployment by contacting companies or individuals and advising them on self-employment and managing their training needs.

e) National/regional for approval and government agencies that need professional development (municipalities, municipal councils, prefectures, regional authorities, local action groups, agricultural unions) educational authorities.

  • 3. Indirect beneficiaries through INTELLECTUAL RESULTS considering the application of ICT (Facebook, Website, Linkedin, New Letter ..) and there will be approximately 2,200 indirect beneficiaries.
Objectives
  1. To develop, recognize, and validate a transversal competence (Horizontal Priority Strategic Partnerships in education, training, and youth) within the European Qualifications Framework (EQF) for a new professional profile "HORIZON 2020 Community Rural Development Technician" that contributes to the European rural development strategy, taking into account EU regulations and directives related to rural areas. This transferable competence will be included in the professional qualifications of the following INCUAL vocational families in the related rural areas in the EU: 1) Land; 2) Hospitality and Tourism; 3) Food Industries; 4) Safety and Environment; 5) Energy and Water; 6) Socio-Cultural Community Services; and 7) Physical and Sports Activities.

  2. Increase the transparency of this new professional competence to influence qualifications and employability through the professionalization of rural development. More than 60% of workers in the sector have no formal qualifications or low or unrecognized qualifications. Qualified personnel are needed to advise, train, assist, and implement the work of all interested rural professionals.
  3. Innovative pedagogical approach based on ALTERNATIONAL OR DUAL TRAINING referring to alternate learning in rural companies (multiple jobs) and schools as a successful recipe for successful transitions to work and having the following:

  4. Develop a methodology for formal and informal cooperation centers, agricultural unions, local authorities, and LEADER local action groups to facilitate the development of the Pathway to Serving Rural Economies.

  5. Design cross-competency units (valid for seven professional families) appropriate for training development in seven areas, with the implementation of a pilot training course in six countries to validate the technical manuals for the professional profile.
Results

INTELLECTUAL RESULTS considering the application of ICT (Facebook, Website, Linkedin, New Letter ..) and there will be approximately 2,200 indirect beneficiaries.

RESULTS-IMPACT:

1) Study and analysis of existing occupational families and qualifications in Europe to adapt to cross-competition with professional qualifications of levels 1, 2 and 3 of the following professional families.

2) Required EU regulations. 2014-2020 Research Report on the potential for job creation in rural areas and entrepreneurship in 2020. HORIZON: Understanding the potential of R&D applied to rural areas, a priority of the EAFRD Regulation and HORIZON 2020.

3) Skills development: complete curriculum with the following training modules and pilot course in six countries.

4) Teaching materials for students: two-pronged alternating learning: an innovative guide with an alternating learning methodology based on a learning approach between companies and schools; a systematic and random combination of theory and practice. Rural business internships are considered an important factor in student learning.

5) Methodological guide to materials: Open Educational Resources (OER) on rurality; publication of results. Free digitized materials available and open to educators, students, and self-learners.
