RIA-CCC is promoting a webinar to advance more flexible regulations for Short Supply Chains

The Network for the Promotion of Short Supply Chains (RIA-CCC) continues its work to facilitate the development of Short Supply Chains (SSCs) in Spain. To this end, the network has published an analysis document reviewing the entire regulatory framework affecting SSCs and has convened an online Innovation Café on February 11, 2026 (4:00–6:00 p.m.) to identify obstacles and co-create proposals for regulatory flexibility tailored to the realities of producers.
A complex and poorly coordinated regulatory framework
The analysis prepared by RIA-CCC focuses on a recurring difficulty for those who market through short channels: the need to interact with four administrative levels that regulate aspects of the same activity, often without coordination among themselves. Specifically, the document points to the impact of:
- Finance and Social Security , regarding tax obligations and contributions.
- Departments of Agriculture , for records related to production.
- Health Departments , for health authorizations.
- Municipalities , in licenses and market regulation.
The lack of a "one-stop shop" means that any change in activity can trigger cascading obligations in different administrations.
Three critical moments where “small changes” generate big consequences
The document identifies three inflection points that could significantly change the regulatory framework of the CCCs:
- Marketing of third-party products , which may imply the automatic loss of favorable tax regimes (such as REAGP, IRPF modules or Special Agricultural System) and the move to the general regime.
- Transformation of plant products , which activates requirements linked to health registrations (RGSEAA) and the implementation of risk control plans (HACCP).
- Marketing of products of animal origin , which usually requires prior authorization and inspection before starting the activity.
Furthermore, the analysis highlights that the absence of specific state legislation has led to each autonomous community regulating CCCs with its own criteria, generating relevant operational differences between territories .
RIA-CCC Innovation Café: co-creation of proposals for regulatory flexibility
As a continuation of this work, RIA-CCC will hold the “Innovation Café on Regulatory Flexibility Adapted to the CCCs.” The session is designed as a practical and participatory space, with collaborative work dynamics to identify regulatory barriers and design action proposals . Needs requiring further exploration will be addressed in the project's next technical seminar .
The meeting is aimed at technical staff and advisors from the public and private sectors, as well as producers interested in developing or consolidating marketing initiatives in short channels.
