Affected by territorial, social, and economic imbalances, the rural areas of the SUDOE region face the challenges of depopulation, an aging population, and a sluggish local economy. In this context, the RESPIRA project addresses the enhancement of a territory through its cultural heritage, as a means of territorial revitalization that generates sustainable and lasting benefits for these areas (territorial appeal, local economic development, population retention, social cohesion/inclusion, etc.).
The project will approach Territorial Heritage from a threefold perspective: Natural, Cultural, and Memorial. This holistic approach will then be used in the heritage transmission systems developed by Public Authorities, allowing for the decompartmentalization, diversification, and increased potential for enhancement and transmission, reaching a wider audience. The partnership comprises 9 Partners (5 Public Authorities from France, Spain, and Portugal; 3 Heritage Reference Centers; and 1 Association), and is complemented by the support of 18 Associates.
Its main objective is to promote and facilitate the enhancement of the "territorial capital" of territories that contribute to their uniqueness and identity (e.g., centuries-old olive trees, traditional crafts, historical routes, local products and associated culinary practices, specific natural resources, etc.) by applying and leveraging a transdisciplinary analysis of their heritage characteristics, providing support and tools to public authorities, and strengthening heritage transmission mechanisms. To this end, the project will develop: 1) a Strategy for Enhancing the Heritage Identity of the territories; 2) a Transnational Action Plan for its implementation at the local or territorial level; 3) Heritage Schemes for the enhancement of the territories; 4) Training and Awareness-Raising Activities on Heritage Identity; and 5) a Pilot Project to test the tools in the territories.
