Description

The San Antonio University Foundation (UCAM) has completed the project "Adaptation to climate change through methods and measures based on natural, eco-efficient, and circular economy solutions to be incorporated into the environmental assessment procedures established by Law 21/2013." The obligation to consider climate change in the environmental assessment procedure regulated by Law 21/2013 is one of the most appropriate ways to achieve early integration of climate change adaptation and mitigation in new plans and projects. However, there is a certain lack of awareness among professional sectors about the scope of the requirements of this Law, the methods to be used, and, especially, the consideration of the measures.

Description of activities

Environmental assessment procedures implemented and dissemination materials developed to improve action plans related to the low-carbon economy and climate change adaptation. Documents contain guidelines and guides for integrating climate change into environmental assessments. To strengthen technical capacity and disseminate information, a training program has been developed with eight online topics and an exhibition consisting of ten downloadable and self-editable panels.

Objectives

The objective has focused on optimizing the possibilities offered by the legal obligation to integrate climate change into environmental assessment procedures. This has led to improved knowledge of the methods to be used and the measures available for different sectors and activities, based on eco-efficiency and the circular economy.

Results

The material developed includes: Tools for predicting future climate scenarios and sea level rise. The emission reduction obligations established by the European Union for Spain and other relevant recommendations for mitigation and adaptation. Methods for calculating the loss of carbon retained in soil and vegetation (CO2 sink capacity) that would be entailed by implementing a plan or project. Methods for calculating the emissions associated with a plan or project. Emission offsets from construction, operation, and the destruction of CO2 sink capacity.

The specific measures and obligations for climate change integration are being established in the resolutions of the environmental assessment procedure by the Environmental Authority of the Region of Murcia. Although the project pays special attention to the characteristics of the Spanish Levant (Region of Murcia and Province of Alicante), the methods, tools, and measures selected are perfectly applicable to the entire country.
