MAPA sends the proposal to modify the PEPAC to the Autonomous Communities
Description
The Ministry of Agriculture, Fisheries and Food ( MAPA ) has sent to the Autonomous Communities, as Regional Management Authorities ( AGR ), a proposal for simplification and modification of the Strategic Plan of the CAP ( PEPAC ), which will serve as a basis for beginning informal dialogue with the European Commission. The document , which has been discussed in technical meetings and in the sessions of the PEPAC coordination body held on 4 and 13 March, has been prepared based on the proposals submitted by the AGR , as well as the contributions made by professional agricultural organisations and agri-food cooperatives in recent months, and takes into account the experience of the first year of application of the Plan. In its preparation, the need to guarantee the coherence of the Strategic Plan as a whole and the capacity to achieve the goals and objectives established therein has also been considered.
The document contains important flexibilities for farmers and livestock breeders, in particular with regard to enhanced conditionality and eco-schemes . The timing of the application of each of the flexibilities will depend on the texts finally approved, although a good part of the new proposals on conditionality will apply retroactively from 1 January 2024, and will therefore already be in effect for this year's single application.
