Description

LIFE eCOadapt50 seeks to raise awareness about climate change adaptation (CCA) at the local level, through the involvement of regional governments and businesses. The project is part of the Local Strategy for Climate Change Adaptation (LSACC) developed by a previous project (LIFE-CLINOMICS) to implement the action plans for each territory involved. It integrates the strategies of the local action groups and the CCA proposals of the Catalan Rural Development Plan.

Contextual description

Despite the progress made at the European level in policies and funds promoting Climate Change Adaptation (CCA), the inclusion of this topic in public and private investment agendas at the local level remains limited. Few initiatives involve entire territories in joint actions or investments in CCA. Furthermore, these initiatives have not fully reached the most vulnerable economic activities. Local governments and economic sectors still do not clearly understand that investments in adaptation today will translate into lower costs in the future. Meanwhile, it is clear that the impacts of climate change are increasingly recurrent and severe. It is necessary to raise awareness about CCA at the local level and involve key stakeholders in climate action, including regional governments and economic actors in the primary and tourism sectors.

Objectives
  • Establish stable governing bodies for the CCA that guarantee the development of short-, medium-, and long-term actions, with the participation of local administrations, the territory's social and economic stakeholders, financial and insurance institutions, stakeholders with sectoral or territorial knowledge, and the public.
  • Expand the implementation of the LSACC to mobilize local investments that promote climate change adaptation of infrastructure and economic activities, as provided for in the climate change adaptation plans for individual territories and sectors.
  • Increase resilience to the impacts of climate change in 19 territories of Catalonia and in four economic activities (agriculture/livestock, forestry, fishing, and tourism).
Results
  • Increasing the resilience of the economic sectors most vulnerable to climate change in 19 regions of Catalonia.
  • Pilot climate change adaptation actions in four sectors (agriculture, forestry, fisheries, and tourism), and a minimum of 70 investments made in the territories, with actions chosen for their greatest potential impact and socioeconomic profitability.
  • Establishment and operation of 19 local governance bodies (LL4CC) for the promotion and long-term monitoring of CCA plans.
  • Integration of CCA approaches into public and private policies and plans.
  • Implementation of a climate emergency management system that enables stakeholders to anticipate damage.
  • The CCA is integrated into the cultural and political context of the citizens.
  • Local actors trained in each territory to implement a permanent ACC process.
  • Development and implementation of CCA best practices in agricultural crops, livestock, marine and forestry sectors, tourism, and water retention infrastructure.
  • Creation of 55 equivalent jobs per year related to CCA.
  • Adaptation of farm owners' insurance policies to the CCA's actions.
  • Establishing a framework of trust between financial actors (private banking, especially ethical banking) and CCA investors to facilitate credit agreements.
  • Integration of the CCA into the institutional activity of local entities through:

(i) the creation of stable bodies supported by a supra-municipal or even supra-regional entity that assumes their leadership and coordination,

ii) the incorporation of CCA criteria into tax ordinances.

  • 25% of the municipalities in the project area have signed the “Climate Change Adaptation Agreement.”
  • Creation of a CCA brand for (private) establishments, entities and organizations, which provides prestige for the development of CCA actions.
  • Expanding the approach to other EU territories by creating a common and replicable CCA model.
  • Creation of the Western Mediterranean Network for Climate Change Adaptation.

Additional information

The project aims to contribute to the climate change adaptation proposals included in the European Green Deal, the 2050 Long-Term Strategy, and the European Climate Pact. The new EU Strategy on Climate Change Adaptation, which focuses on "building local, individual, and fair resilience"; the EU 2030 Climate and Energy Action Framework and the Energy Roadmap to 2050, especially with regard to energy efficiency in buildings; the new EU Forest Strategy for 2030; and the 2030 Biodiversity Strategy.
