Navarre, Foral Community of

Navarra has a very diversified agricultural and livestock sector. In the Ribera area, irrigated horticultural crops are prominent, mainly associated with agroindustry, while the central area stands out for its more cereal-based character and the northern area for its mainly livestock-based orientation. In this sense, the agri-food industry is a fundamental pillar of the industrial subsector due to the jobs it generates and gross added value.

Instruments and tools for the dynamization of the AKIS

SCIENCE, TECHNOLOGY AND INNOVATION PLAN

As established in Foral Law 15/2018, of June 27, on Science and Technology (Law), the Science, Technology and Innovation Plan 2021-2025 is the fundamental instrument for planning and coordinating R&D&I policies in Navarra.

The Smart Specialisation Strategy of Navarra 2021-2027, S4, recognises Healthy and Sustainable Food as a thematic priority and, linked to this, identifies a large number of lines of work such as the Promotion of organic production and its industrialisation in agri-food companies, the Development of healthy, functional foods, the development and implementation of new technologies to guarantee food safety and traceability, among others.

The Law establishes the following objectives to be met by the Science, Technology and Innovation Plan 2021-2025 :

  • Develop the Regional Law on Science and Technology.
  • Increase the excellence of SINAI agents.
  • Anticipate and guide the technological future of SINAI companies and agents to face challenges.
  • Promote the inclusion of gender perspective.
  • Regional plan for scientific and technological vocations.
  • Promote Public Procurement of Innovation in the Administration as a dynamic tool.

CAP 2023-2027

In the area of the Common Agricultural Policy (CAP), Navarra allocates the following budget and actions to the two interventions most directly linked to AKIS:

  • 7162 (Cooperation other than EIP operational groups): €5.1 million.
  • 7202 (Consulting): €9 million.
