Description
Rural and urban areas have traditionally been viewed as separate entities. However, both can benefit from each other and facilitate inclusive development, which is crucial for a sustainable Europe. This requires strong partnerships and policies that support both agricultural and urban areas. To achieve these goals, the EU-funded ROBUST project will explore the mutual interactions between rural and urban areas to discover effective governance mechanisms that promote cross-cutting cooperation. A key premise is that communities can be more sustainable, inclusive, and resilient if well-being is prioritized over economic growth. The project will also generate valuable information and best practices for policymakers, planners, and practitioners, making them available through its Rural-Urban Learning Hub.
Description of activities
ROBUST began by developing a conceptual framework and methodological approach by reviewing the literature on rural-urban interactions and developing key concepts, such as smart development and networked governance. The conceptual framework has been developed into an accessible, jargon-free, and easy-to-read guide for practitioners and policymakers. A second step of the project included a rapid assessment of: a) existing studies and datasets on rural-urban relationships, and b) governance mechanisms and planning instruments. Based on these rapid assessments, a synthesis report has been produced, compiling key insights on the interactions and dependencies between rural, peri-urban, and urban areas. This report also contains summaries on: a) the key features, strengths, and weaknesses of contemporary approaches to governance, planning, and management, and b) indicators and criteria related to the interactions and dependencies between rural, peri-urban, and urban areas. The third phase of the project focused on the exploration and analysis of rural-urban relationships and synergies in five thematic Communities of Practice (CoPs) and 11 Living Labs (LLs). This work is guided by a methodological framework that provides: a case study approach and a clear set of research phases that operationalize the LL approach for examining rural-urban relationships in specific localities; the CoP approach for examining rural-urban relationships in specific thematic domains; a toolkit of co-production methods and approaches that LLs and CoPs can use to develop their innovation plans and subsequent work; and a description of an evaluation and monitoring approach. Within the empirical work, particular attention is paid to two aspects: 1) Cross-sectoral interactions and their role in enhancing rural-urban synergies; 2) An effective governance arrangement to foster rural-urban synergies. The link between ROBUST and EU-level policies is managed through the ROBUST Policy Hub (https://www.purple-eu.org/home/robust/policy-hub/), which is essentially a continuous and iterative exercise throughout the project life, of collecting and collating relevant policy documents. Furthermore, thematic policy and governance papers based on the five Communities of Practice have been produced, as well as a policy manifesto, which summarizes the main findings of ROBUST and their relevance for EU policies, in particular the Long-Term Vision for Rural Areas (LTRVA) and the 2030 Territorial Agenda. A variety of dissemination and communication activities have supported the ROBUST project, including a dissemination strategy, a Live Cases website, social media channels, an e-newsletter, a project branding concept, and a rural-urban learning hub, most of which can be found on the ROBUST website (www.rural-urban.eu). One of the main conclusions of ROBUST is that through the innovations achieved in the 11 Living Labs and the research outputs of the associated CoPs, there is a need to rethink how economic development achieves well-being, particularly with a view to strengthening rural-urban linkages. The analysis establishes five key dimensions of this well-being approach to socioeconomic and spatial development: Services, which focus on the availability, access, and quality of (social) services. Proximity, which focuses on reducing the social and/or spatial distance between providers/producers of services/goods and the customers/consumers of these services/goods. Circularity, which focuses on closing loops/cycles and enhancing the circular economy. Ecosystems, which focuses on services such as biodiversity preservation, water management, landscape maintenance, and climate change mitigation and adaptation. Culture, which focuses on the role of culture and heritage in strengthening rural-urban relations. The different dimensions are important, but services are the essential foundation, given the intention to place well-being and social protection at the heart of socioeconomic and socio-spatial development. Therefore, rural-urban links are important, as they can guarantee access to basic services in rural areas (and in habitable places) in exchange for contributing to the consolidation of urban areas through other dimensions (ecosystems, circularity, etc.).
Contextual description
Mutually beneficial relationships along rural, peri-urban, and urban trajectories have been shown to contribute substantially to the smart, sustainable, and inclusive growth agenda outlined in the Europe 2020 Strategy. Well-designed multi-level, multi-stakeholder governance systems and processes are key to strengthening beneficial relationships between rural, peri-urban, and urban areas. A challenge for all actors involved is to contribute to more balanced, future-oriented, sustainable, and spatially integrated territorial development that takes into account synergies between rural and urban areas. Urbanization processes can positively contribute to rural development by providing access to markets, services, and knowledge if carefully designed and managed. Rural areas, in turn, can offer urban centers services that contribute positively to urban quality of life, regional competitiveness, and cultural identity. Therefore, the overall objective of ROBUST is to advance our understanding of the interactions and dependencies between rural, peri-urban, and urban areas, and to identify and promote policies, governance models, and practices that foster mutually beneficial relationships.
Objectives
Mutually beneficial relationships along rural-peri-urban-urban trajectories can substantially contribute to Europe's smart, sustainable, and inclusive growth agenda. Success in creating synergies is largely determined by decisions made at the local and regional levels. Well-designed governance arrangements can lead to decisions that strengthen beneficial relationships between rural and urban areas. A core element of ROBUST is a place-based case study approach in which case studies focus on thematic functional linkages that cut across rural and urban areas. The content and governance of these functional linkages are analyzed in various case study areas representing the main types of rural, peri-urban, and urban settings across Europe. ROBUST will identify and strengthen governance policies, systems, and practices that can more effectively contribute to smart, sustainable, and inclusive growth. Particular attention will be paid to the capacities of city and regional governments, related administrations, and other stakeholders to establish and enhance mutually beneficial relationships. ROBUST aims to provide practice-oriented information on successful governance models applicable to different settings, as well as related communication and training materials. In ROBUST, the research questions and needs of practice partners will guide the research process. Researchers will support related multi-stakeholder consultations through data collection and analysis, providing appropriate platforms, and facilitation. The knowledge co-generated by research and practice partners and stakeholders will be translated into tools, including scenario development, as well as training materials and capacity-building measures. In this way, ROBUST will contribute to a better understanding of rural-urban interactions while enhancing the capacity of relevant actors and institutions to foster mutually beneficial relationships along rural, peri-urban, and urban trajectories.
Results
ROBUST will go beyond the state of the art in the following areas: Elaboration of a transdisciplinary research project. Contribution to overcoming simplifying models. Critical engagement with EU regional smart growth policy. Production of a more differentiated analysis of interactions and dependencies. Providing a theoretically and empirically grounded strategic context for policy. ROBUST will have substantial impacts on research, policy, and practice. The interactive project will provide policy-relevant analysis and will intensively contribute to the development of governance systems and processes that foster rural-urban synergies and thus smart, sustainable, and inclusive growth. ROBUST will enhance our understanding of the interactions and dependencies between rural, peri-urban, and urban areas. A better understanding is critical to strengthening policies, governance systems, and practices. Governance systems and policies can play a stronger and more positive role in enabling and fostering mutually beneficial relationships between rural, peri-urban, and urban areas. Regional and rural policies, in particular, are vital, as they aim to boost job creation and sustainable economic development, as well as improve citizens' quality of life (or their overall well-being). ROBUST feeds its findings directly into ongoing planning and decision-making processes, both in the eleven study areas and at the EU level, particularly the Long-Term Vision for Rural Areas and the 2030 Territorial Agenda.
