Forty-nine climate change adaptation initiatives common to the different autonomous communities have been identified. The autonomous communities have a digital tool for sharing adaptation experiences in sectors such as agriculture, biodiversity, forestry, the coast, health, and urban planning. Background: In 2006, Spain approved the National Plan for Adaptation to Climate Change (PNACC) and the fourth and final Monitoring Report was published in September 2018. However, the complexity of Spain's institutional architecture can lead to duplication of adaptation actions and hinder the efficient management of resources and the integration of actions across all sectors and administrative levels. In this regard, the project has analyzed the Fourth Monitoring Report of the National Plan for Adaptation to Climate Change 2014-2018 by Autonomous Community with the aim of improving the efficiency of the implementation and monitoring of climate change adaptation policies and actions.
- Identification of focal points and other key stakeholders at different administrative levels (Autonomous Communities), preferably those who have participated in the Working Group on Impacts and Adaptation (WGAI) or in decision-making related to the National Climate Change Adaptation Policy.
- Compile and integrate into a database the climate change adaptation strategies, programs, plans, initiatives, and policies of all the Autonomous Communities, as defined in the Fourth PNACC report. Classify adaptation initiatives by Autonomous Community and sector, type of impact, risk, time horizon, action block (climate analysis, climate scenario generation, impact assessment, vulnerability and adaptation to climate change), and expected outcome. Identify common initiatives in different territories and identify the most advanced Autonomous Communities in terms of implementing these initiatives to establish potential synergies between the Autonomous Communities' administrations.
- Analysis of priority initiatives, based on their relevance to the Autonomous Communities and taking into account the time horizon. Identification of the responsible agencies and coordinating and participatory bodies involved in the development of common initiatives; comparison of the entities involved in the implementation process, in order to identify possible improvements in knowledge transfer and the replicability of the initiatives.
- Organization of telephone or in-person meetings between Lavola and the Autonomous Communities most advanced in the implementation process of priority common initiatives, so that they can share their implementation experience with Lavola, emphasizing planning, resource management, and identified technical, financial, and institutional barriers/opportunities.
- Preparation of a report for each identified common initiative, compiling the experience of the most advanced regional governments in implementing these initiatives, taking into account the information received during the Action 7 meetings. This report will summarize planning strategies, resource management, and identified technical, financial, and institutional barriers/opportunities.
- Dissemination of the report prepared in the previous phase by email to the regional governments that are planning the same initiatives. This initial contact between the different regional government agencies will initiate a process of coordination and knowledge exchange among key stakeholders.
- Propose various digital tools that allow for interactive and real-time feedback exchanges, document modifications, and report sharing among different stakeholders, enabling more effective feedback transfer.
- Development of an Action Plan that establishes general guidelines for more efficient implementation of common initiatives, taking into account the previous experience shared by the contacted regional governments.
- Dissemination of results and a working session organized at the Biodiversity Foundation for key stakeholders from the various regional governments, which will also facilitate improved networking and exchange of experiences.

In this regard, the project has analyzed the Fourth Monitoring Report of the "National Climate Change Adaptation Plan 2014-2018 by Autonomous Community" with the aim of improving the efficiency of the implementation and monitoring of climate change adaptation policies and actions.
The main objective was to analyze the fourth monitoring report of the National Plan for Adaptation to Climate Change (PNACC) 2014-2018 by autonomous community, in order to improve the efficiency of the implementation and monitoring of climate change adaptation policies and actions.
Various databases have been developed with information on 320 climate change adaptation initiatives, strategies, policies, and plans, classified by sector, time horizon, and risk, among others. Forty-nine of these initiatives have been prioritized to find synergies between the different autonomous communities. A digital tool has been created to share experiences, and an action plan has been drawn up with 19 guidelines for implementing adaptation initiatives. The implementation experiences of the various participating autonomous governments have been captured in six sectoral reports (agriculture, biodiversity, forestry, coast, health, and urban planning) that include, among other things, the barriers and opportunities encountered and recommendations for improvement.
