Abstract
PREMIERE will foster the development of robust, coherent, and well-prepared MA projects in two ways: by creating project consortia that leverage the complementary expertise of their members, and by providing information and tools that support the implementation of innovative governance and sound decision-making.
Description

Many of today's challenges, such as climate change, are so complex that they require a multi-stakeholder approach. However, it is not always easy to ensure that this approach is efficient, innovative, and successful. With this in mind, the EU-funded PREMIERE project will promote the development of coherent and well-prepared multi-stakeholder projects.

First, it will contribute to the creation of project consortia that maximize the complementary expertise of their members. Second, it will provide information to support the implementation of innovative governance and decision-making in policies for the green transition.

Overall, the project will evaluate the impact of providing seed funding to at least eight multi-stakeholder organizations (primarily operational groups) and develop a best practices manual.

PREMIERE will develop tools, as well as training and networking events for capacity building. These will include a Serious Game, an Online Academy, and a MOOC. The project will evaluate the impact of providing seed funding to at least eight OM organizations (primarily OGs) and prepare a best practices manual.

Objectives

The societal challenges addressed by European Union (EU) strategies, such as the Green Deal and Farm-to-Form, require innovative solutions in agriculture, forestry, and rural areas. The Multi-Stakeholder Approach (MSA) is a promising instrument to accelerate innovation. However, the H2020 RIA LINK (2018-2022) has identified some gaps and inconsistencies in the interpretation of the MSA by current and potential MS consortia and Member State (MS) authorities. Therefore, PREMIERE will foster the development of robust, coherent, and well-prepared MSA projects in two ways.

First, it will contribute to the creation of project consortia that better leverage the complementary expertise of their members during proposal writing, project activities, and beyond, particularly by improving the connection between Horizon Europe (HE) MA projects and Operational Groups (OGs). Second, through knowledge and tools, it will support the implementation of innovative governance and sound policy and administrative decision-making for the green transition.

By utilizing LIAISON outcomes and capturing grassroots ideas from project participants, policymakers, and executive agencies through stakeholder dialogue in the 27 EU Member States (including the SCAR AKIS SWG, National Contact Points, and other relevant higher education projects), PREMIERE will develop tools, as well as capacity-building training and networking events. These will include a Serious Game, an Online Academy, and a MOOC. The project will test the impact of providing seed funding to at least eight OM organizations (mainly OGs) and prepare a good practice manual. This user-centered work plan, with its open scientific outputs, will lead to more effective national and EU AKIS. It will be implemented by a highly experienced, competent, and genuinely OM consortium of policymakers, executive agencies, co-innovation partnership advisors, AKIS actors, and/or current and potential OM project partners.

Results

The systematic mapping of stakeholders at the regional, national, and EU levels and the related stakeholder engagement strategy, which was published and made available through Open Research Europe; the mobilization and engagement with a diverse network of relevant AKIS actors and stakeholders.

In the first 18 months, the consortium partners participated in more than 60 bilateral and multilateral online and offline meetings, conferences, trade shows, and other networking events, as well as seminars and all types of training events.

Thus, PREMIERE contributed to building a shared understanding of the need to improve multi-stakeholder project preparation.

The inventory of best practices and mapping of tools, tips, and tricks, as well as the development of new tools such as the MAMY simulation workshop, support potential consortium partners in building effective multi-stakeholder partnerships and writing successful multi-stakeholder project proposals.

Co-developed recommendations for more effective programming and implementation of the Multi-Stakeholder Approach and other materials to provide ongoing, needs-based support to DG-AGRI Policy Officers.
